Well, I figured I would contribute to the forum and inform everyone that penfed.org (thanks to ctendg0 for the original post) now has 1.99% financing available for vehicles up to 48 months and it doesn't require you to be part of active duty. This is a drop from their previous rate at 2.49% and I advise anyone who is currently sitting on the fence about purchasing a volt or any other vehicle due to high interest rates to take advantage of this offer.
I have my financing lined up and ready for my Volt... through Penfed - but thought I should mention that the 1.99% is only good for (up to) 48 months. I want to spread it over 60 months... the rate on that is still 2.49%.
