FYI, that "fine grain / machined grooves" look is what had another Volt owner on here in an outrage because the wheels did not have a mirror finish polish like he expected.
He was ready to take it to the Supreme Court, but we never heard back from him on his thread.
If you want to try a DIY project, get some varying levels of sand paper (200 up to 2000 grit) to smooth out the scratches by working your way up. Once you get to 2000 grit, just use some paint polish to finish the shine. It's much easier to do with the wheel off the car. I was able to do that with several previous cars, and the results made the scratches undetectable.
I believe the tires don't stick out much as part of the goal to keep wind resistance down. Another thing I noticed: The "green" tires have a tread width that is about 1" narrower than the equivalently sized non-green tire. I guess that's another way to keep rolling resistance down while not making the tires look too skinny like on a Prius.
If the DIY project fails, it's still worth a try because you haven't made things any worse since you're going to have to take it a wheel repair place or buy a new one anyway to get rid of the scratches.
