One of the issues when designing a road-side outlet is whether to incorporate a charger into the system. My question then is, does Chevrolet plan to incorporate a built-in charger to the Volt or utilize external charging. I'm assuming since it can be plugged into a 110 or 220 outlet that it is a built-in charging system?

I believe that it is an internal charger capable of either 110v or 220v.
