The license plate frame looks sharp. A great color choice for your Volt!
Texas serves up those license plates fast. Here in California a typical wait is six weeks!
I received my CA Volt on 12/31 and just got the plates 2 days ago. No vanity, nothing special. However, the wife is a black and white type of person brought up to follow the rules and would have nothing of my resistance to install the front plate because of it's impact on the front grill aesthetics. She repeatedly shook the envelope they came in in front of my face which states the plates are required on the front and the back. So realizing this is a minor battle, I gave in but will have the dealer put the bracket on in the next few weeks after my rubber floor mats come in ... yes I've been waiting 6 weeks for those as well. So the CA govt beat GM in providing after market items, amazing!
My state made license frames illegal last year. Sigh.
I will not give in so easily. Yet there isn't someone pushing the DMV envelope in my face. Here in No. Orange County a good percentage of vehicles drive around without front plates. The plate fits perfectly in the Volt glove compartment. I will stay calm and not frighten the officer when reaching for the plate. "Aerodynamics sir. The dealer doesn't mount the bracket to help save fuel and electricity." Will the officer buy it? If not, hopefully he or she will buy a Volt.
There are other alternative mounting brackets that fit under the front bumper and allow the license plate to swing up into position. This will be a requirement if parking at LAX or Venice Beach; two locations mentioned on the Internet where front plate ticketing is common.
With CA in near bankruptcy, you can bet they will be writing tickets to bring in additional revenue wherever possible!

I am concerned about the legal aspects of covering that much of the TX plate. While one knows it is a TX plate by the state symbol between the 8 and the Y, seems like it still could be a problem. TX charges way too much for personal plates and they don't offer a 3 year option, so we haven't made up our minds on that part yet. A place holder is very tempting. As for the time-frame, TX plates that are not custom (atleast for a used car) often take almost 2 months, so TX isn't that fast getting plates normally.
Great looking plate holder and hopefully it will not be an issue!

Orange County is doing OK. It's in LA County I would have the concern.
There are some car owners who have added magnets behind the bumper and in the license plate holder. Just another idea for making the front plate be there when you need it and gone when you don't want it.

GM should just make this task easy. Have all bumpers with a single center cap (like a towing access port.) The cap would be the color of the car and easily removable. The bracket would install into a threaded bolt behind the removed cap. Remove the bracket and replace the cap when moving to a one plate state.
