There have always been restrictions / hurdles to US imports, but we usually find a way around them. For example, China desparately wants the Japanese and US hybrids, plug-in hybrids, BEV's and FCV's to be sold in their market sooner, rather than later, so I am sure (through partnering with Chinese dealers / manufacturers) that foreign vehicles will find a way through the red tape and into their market.
It is much lighter and environmentally friendlier to ship instructions on how to make EVs and batteries than the EVs and batteries themselves. In return, it is also lighter to wire money. This hasn't changed much.
So the respective European and US companies constructed manufacturing plants where there is strong local demand. Likewise, Japanese build their manufacturing plants also in the US.
