This looks like one approach but it doesn't say what triggers the beeps. I'm sure the noise won't be constant. I think a frequency transmitter in each car (cheap by today's standards) that would activate receivers on the blind person when in the vicinity of the auto and change frequencies depending on the distance. Rising or falling frequency would denote speed and direction.
