We had someone sign up here that did a similar thing; poor English and listed as from New York. They would respond to threads with generic things like "Oh, yes, you can do that, but there are other ways" or more specific ones involving key words in the thread (such as a thread about someone with a flat tire, and they respond "Some people in some cars use run-flat tires"). They are almost always just 1 sentence (it's a lot cheaper to hire someone to write just one sentence!).

The one thing this post is lacking is a motive; most have a URL in their signature.
Exactly. It's remotely possible it could be someone with poor English skills, and there's no link. If it had a link, or if it acquires on later, it's gone.
