Probably, new model 2016 sales (standard Prius) are down 11% YTD and same for current month, and for a new model car that can't be a good thing. All Prius sales are down 30%. Still, regular Prius sells 4 to 5x the Volt, but is meant to be a high volume car.
I wonder if they are adding the 5th seat or changing some other spec?
Rav4 hybrid sales seem great, I imagine Prius buyers are maybe getting one of those instead, already sell about half as many Rav4 hybrids as Prius, and wouldn't be surprised if that is production limited at this point.

A design change like this would probably result in a much longer delay, and not likely this close to launch. I would guess it's a validation, manufacturing, or supply chain issue.
Then it's one of two possibilities:
1) It's an issue specific to Japanese models, like the solar panel
2) It's a general problem, but for compliance reasons they need to get the US and EU sales.
Maybe some high up at Toyota HQ had an epiphany: "GUYS! The Prius Prime is worse spec-wise than the almost 6 year old Gen 1 Volt in almost all areas! And it's also ugly as sin! WTF are we doing???? Let's at least cram a 5th seat belt in there so our lemming customers will at least buy it!"
My bad. It's the slow production of the light Carbon fiber for the rear hatch that's causing the delay. Again my apologies for the missed information.
