Try this..... Page 5-53 in owners manual. Once enabled as shown below, simply arm and/or disarm with the remote keyless entry RKE.
Charge Cord Theft Alert
This allows the charge cord theft
alert to be turned on or off:
1. Press the Vehicle
Settings menu.
2. Select Comfort and
Convenience.
3. Turn the Charge Cord Theft Alert
feature on or off.
4. Press Back to return to the
previous menu.

Sorry to hear that. I charge at work and mine is unguarded but I haven't had any issues.
Just remember to buy yours from a dealership or from GM. If you buy online from random people selling them (a la ebay) then what you will end up doing is creating a market to steal them and we don't want to encourage that.
Good luck and please let us know how much they are going to charge you. The last I heard it was going to be like $400 but I haven't heard anything in well over a year.
Sorry that you got your cord stolen, that really sucks. There has been suggestion on this site to do the following.
1. Put front wheel on top of cord use a cord protector if doing it often.
2. Buy a high AMP extension cord and put the actual charger inside the car and just have the cord go out a tiny crack in the window to the outlet.
2012 Red Volt. - Fully Loaded
Sorry to hear that as well.
I tried putting it through the window as well.
What I think is easiest is to get a simple padlock. Put a loop of the charge cord through a spoke on the wheel and lock itself back to the cable. This shortens the usable length a bit. I carry a 50 ft extension cord in the back so it doesn't matter to me losing a few feet. I also put the charger under the car so it is out of sight.
There is a thread where a member permanently put a metal loop on the charge cord instead of using the wheel method.
