The workaround that seems to universally work is to perform the initial setup of your alerts via the Android (ack phbtt) version of the app. Once set up using the Android version of the app, the iOS version will continue to work and even allow you to enable/disable/change your alerts. I did this after weeks of calls to my VA and OnStar and have been successfully receiving all alerts since. If you don't have a friend an Android phone that you can temporarily set up to do this, you can possibly go to your local phone carrier's store and do it on one of their demo phones.
I finally got around to using my coworker's android phone to set up alerts and the workaround worked! I can now set and edit alerts on the iPhone app.
