Both lights blinking on 120v charger

OK, so I'm on a road trip, and the manual is uselessly sitting on a shelf at home. I went to plug in at the hotel tonight, and I'm getting both top lights on the 120v charger blinking red. I tried a different outlet on a different building - same thing. So I took it in to my room and plugged it in again, and have the same result. It worked perfectly last night. Did my charger mysteriously die, or have I found an entire building complex to be wired by someone who shouldn't be anywhere near electricity? I guess I need to add an outlet tester to my road trip list.

Never mind. I just tested at a third building, and the charger worked. Unfortunately, I cannot park the car close enough to make use of it.
