    Jeff, foreclosures can close in 30 days. Short sales, on the other hand, can take forever. And then they die an unnatural death half the time.

    Yes, but it depends on what point in the foreclosure the buyer enters, and what rights, like notifications timetables and redemption periods, the owners state allows. The home then becomes REO, real estate owned by the lender, and the lenders current sale procedures can be modified or adjusted at any time causing more delays.

    One partial solution has been proposed by the utilities and supported by GM. Its called sub metering where there is a meter in the car that is used in association with a smart meter. The vehicle sub meter notifies the utility of the time, location and power consumption. The utilit then subtracts the power used from the fixed location, such as an apartment garage, and applies it to owner of the sub meter, using EV rates applicable to the time of use.
