They are comparing your savings based on the average MPG of the cars sold in America. I thought it was 22, but they must have newer information, stating 23. It is not overstating. It is a matter of persepctive, trying to put into context how much each Volt saves the nation, on average, per car.
The car I replaced got 15 city, 20-something highway. Makes sense to me.

I believe that is the way it works.So if I stop plugging the Volt in and just drive 2000 miles in CS mode, using 50 gallons of gasoline, the site will show that I saved 37 gallons?
Correct. Driving a Volt in CS mode exclusively will still save gas compared to the national average.
This makes for a more generic metric that is usable for comparing all vehicles. A Prius will save gas at some rate compared to the national average, but a Hummer will be on the other end of the comparison and waste gas compared to the average.
