For a first post, I have to raise a little suspicion. 549/mo lease payment? That is much higher than we've seen before. The Volt Advisors in Michigan should be working with you on this and keeping you updated on the issues if this is really going on.
It's possible he was upside down on his other car when he turned it in on the Volt. Perhaps they folded the negative equity into his Volt lease. (I have seen this done before.)
In the absence of any error codes or your dash lighting up like a Christmas tree I'd take the suggestion of looking at what, if anything, is obstructing the accelerator or if there is some problem with the accelerator. What other issues have you had?

On the other hand, "Trevor" responded within 7 hours to this indirect complaint. That makes me feel comfortable that GM is serious about supporting us Volt owners.
OK, I get it now. I re-read the original post and now the problem is obvious. "drusoicy" is in Seattle.
Between the left lane blockers and the poorly-designed and ridiculously over-crowded roads here, *no* car *ever* goes over 3 MPH.
