Sorry for taking a month-and-a-half to update! I just didn't want to keep updating with things like "still waiting" and "hope this happens" etc.
Yesterday we took delivery of our new fully-loaded 2013 Volt, replacing the fully-loaded 2012 model that we were having so many issues with. As it turns out, the GM of the dealership went to bat for us with GM and convinced them to do a VIN swap. At that point, it was a waiting game to find a 2013 model that matched up feature-for-feature with what we had, plus the upgraded paint, wheels, etc. Once that happened we had to wait for all the VIN swap paperwork to be completed, which took a couple of weeks. The 2013 souped up model has features that the 2012 didn't, and we're happy that our local dealer and GM decided to do right by us, or some might say go above and beyond, to keep us as happy customers.
