Don't mean to beat this to death, but my 2013 volt (order no qkvkcw) is worthless to me if not for NYS HOV eligibility. GM Connect states my volt Certification to be:

    NE1 CT/MA/ME/NJ/NY/OR/PA/RI/VT/WA Emissions

This looks like a standard NY emissions standard, not a low emissions standard. Is it definitely the case that all 2013 NY Volts will be eligible?

Verify with your dealer that they have the "PCV" (I think). You are not far enough along to get the VIN but the previous post told you what to look for in that to confirm what you have.
Below via General Motors Online Order / Reference Guide. http://eogld.ecomm.gm.com/

    Ref. Only RPO Code:
    PCV
NEW! Low Emissions Package (enhanced AT-PZEV emissions)
    - Included and only available with California or New York state orders with (YF5) emissions or (NE1)
    emissions.

It's clear that the Volt has a lower CO2 footprint, and to measure it based only on the ICE and not incorporate the pure EV range aspect is .... bull****.
It appears that it's not about CO2, unfortunately, It's more about the other "traditional" (for lack of a better term) pollutants. I do wish there were more CO2-focused programs too, of course, but it might take some legislation, and you know what's going on with legislation at any level these days. :/

Thumbs down NY HOV Drivers Beware.

My 2013 is in and I've just confirmed what I always though was a misrepresentation by Chevy. This thread references a Chevy brochure which clearly states that the NY 2013's are HOV eligible. Both the dealer and Volt advosr confirmed this to be the case. This HOV issue is critical for me and for many others in CA who have driven Volt sales since CA HOV eligibilty ocurred.

NYS DMV will not issue HOV CleanPass stickers to my 2013 because - they say - it is not eligible. This is their response to my 2013 MY inquiry:

    Dear Customer:

The Department of Motor Vehicles has not been notified by the New York State Department of Transportation that this vehicle is eligible for the Clean Pass Program. If you have a question about eligibility or whether this vehicle is going to be added to the program, we recommend that you contact the New York State Department of Transportation to further your inquiry.

It's probably without question that the 2013 will eventually be approved, but that may not occur until November or December, 2012. I don't believe it appropriate to represent that a vehicle is eligible until such time as NYS DMV states this to be the case. At this point, I have the car and it is not NY HOV eligible. Simple.

Hmm... It doesn't look like any 2013 cars are in the program yet, so this might be one of those things that might benefit from a poke by the automaker stakeholders.
