Remote Pre-Conditioning on non-US Volt/Ampera

Is there an ability to communicate with the Volt/Ampera where OnStar is not available - Mobile App/Web site/etc?
Is all this functionality only provided via OnStar?

That functionality is only provided via OnStar, which has a limited coverage area.

There is a project called OVMS that is working on a device that will allow some communication with the car (they already have one for the Tesla).
