Yes. They indicate that all is well with the supply and with the charger. I just added the second sentence because "yes" seemed curt haha.

From the Voltec "manual:"
Charge Station Status Indicators
The charge station status indicators illuminate GREEN or flashing RED to identify the charge station status. When both indicators are GREEN, the vehicle can be charged. If any indicators are flashing RED, the charge station will not permit vehicle charging.
A flashing RED AC PRESENT (A) indicates the AC voltage is out of range.
Flashing RED AC PRESENT (A) and FAULT (B) indicates the electrical outlet does not have a proper safety ground. Charging is not permitted for safety reasons. The wiring must be repaired.
A flashing RED FAULT (B) indicates a charge station fault. Reset charge station at the circuit breaker, if the fault remains, contact your Volt dedicated advisor.
It says, "When both indicators are GREEN, the vehicle can be charged." So that means they are both GREEN even before you plug in. I have two, one in continuous use since March 25, and the other about a year later at a different location. So I have seen a lot of green lights. We sort of think of them as alien eyes in the dark, but then again I'm from New Mexico (but not Roswell).
