I can't order any 2013 parts at this time as none of the new options are added to the GM catalog yet. So that being said I have not seen any changes to the Volt back seat assembly.

Do you know what the 2013 rear armrest looks like? Is this different from the pass through barrier which I already have? I was in the back and an armrest would be nice instead of banging onto the cup holder with each bump.

It's possible mudguards/flaps would negatively affect the Volt's aerodynamics.
