If you are swallowing that $5k price for the cost of a 240v charge unit that plugs in to a 240v outlet, I'm pretty sure I could sell you one for $4500 and increase my bank account handsomely at the same time, haha. :-)

Which EVSE is it? Is there something very special in it's construction that makes it 5x the norm?

It was $1200 for a 7.2kW, 30A charge station (unneeded for the Volt, but...), plus $3800 of installation. Of course installation costs for an EV charge station will vary from $0 for someone with a 240v plug already available in the garage to whatever.

In my case I got the $500 Voltec charger and the installation was $150 including about 90 feet of #10 wire, 3/4 conduit, a new breaker box in the garage, plus breakers.
