I'm a Windows Phone developer who happens to have a Chevy Volt. I'd love to test the app! Either you can send the XAP via FTP/email, or through the marketplace beta.
I would have done this app, but wasn't sure how to get started with it, as OnStar's api is seemingly 'closed'. Will check out VoltStats.net.

Dan, just replied to your PM. Everyone else who has been testing, thanks for the feedback I've been getting. For those of you who asked here, or in PM, to be part of the beta and I wasn't able to add you, thanks for your patience.
The app is pretty much done, just wrapping up some testing. It'll be submitted to the marketplace probably tomorrow evening, possibly tonight, so hopefully I'll have a link I can post here to it by the end of the week. (The submission process is touchy with the Marketplace, but hopefully I run into no issues.)
An update: The app is submitted to the marketplace. Could be anywhere from 24 hours to 5 days, depending on how backed up the reviewers are, and assuming they don't come back with any certification issues. I'll post again when its up and I have a link to it.
Now it's up to the Windows Phone app moderators to determine if it's allowed! Crossing all fingers and toes!

Another update everyone -- still not published. Microsoft made a big change in their developer portal two weeks ago, and its made a giant mess of the app submission process. I'm on day 7, there are some people who have been waiting two weeks for the certification process. Bizarrely, they've gone totally silent on what the holdup is. (There's a lot of rage in the developer forums over it.)
I've sent a few support tickets, but no luck so far.

yes, I was going to post something here. It seems that they're encountering an issue with certificates on older phones that were originally non-mango. It only affects apps that were submitted during their marketplace changeover ...lucky you. Looking forward to your app being released!
The marketplace bug has been fixed, but still no Onstar app...i suspect it's some combination of the certification process mixed with residual app submission 'during the update bug'. Bank of America was supposed to have a Mobile Check Deposit update to their app, which has been similarly delayed...
