If you can't get it repaired I would expect that you can sell the charger on eBay as the cord and plug are worth a fair amount.

I suspect that GM changed the setting to prevent warranty claims on the chargers. If a customer has a bad outlet they will detect it when the charger fails.

What GM should have done in my opinion...
