Volts with the CA low-emission package were able to be ordered back in December 2011.
As of 17 Jan 2012 the Volt is NOT on the California Air Board list of qualifying vehicles for single occupant...

I ordered my Volts with the CA low-emission package back in December. There was NC for the package. The production date is scheduled for 9 Feb with four to six weeks from production to delivery.
