Well really the difference in cost is minimal, few bucks either way. Mine is over tile but they make nice flashed standoffs for asphalt singles too. You will find the shading on a new roof from the panels will make the typical shingle roof last a long time in this brutal environment.
I hope you are doing the conservation thing first on the building, now is the time to spend the money on that, during construction. I wish I could have done 2X6 walls and doubled the exterior foam under the stucco. I did on the Harley house/shop/office I built. Much better than my main house.
Just make sure what you spend makes sense financially, now we are down to about a grand total of $500 APS annually. It is hard to justify pushing in more goodies to save another hundred or 2 a year. I even looked at adding a bit more solar, it too is hard to justify.
One last thing, are you going to be on APS or SRP? You need to fully understand the net metering plans.
