Due to the high cost of the battery the Volt could be sold in versions similar to the iPod's memory; a 10-mile, 25-mile, 40-mile version each at a different price point wth different size batteries. The lower mile versions would, of course, cost less due to smaller cheaper batteries.

It's a great idea, but I don't see it happening in the first year of production.
For me it's the same as having a choice between V6 or V8, you want more performance you pay more.
And at the other end of the spectrum you have Tesla with 250 Miles range with no RE for 100K$ :D

California has already mapped out what the all EV range options would be: 50, 100 and 200, through award points in their ZEV mandate. Their push is to get vehicles to move towards pure BEV's.
