You realize the tipping point is cheap fusion power?.. so that you have a chance of making cost effective hydrogen and the electricity is cheap enough that you dont care about the waste.

A cheap way to transport it and store it wouldn't hurt either.

Geothermal is very cheap, and Iceland is sitting right on the mid-Atlantic ridge.

A cheap way to transport it and store it wouldn't hurt either.
No need to transport it if it can be made on site from water and electricity.
