I've been mulling over a few changes to our system that may help accelerate the development and deployment of pure EVs, which I assume is our ultimate goal. I'll use EV to mean electric only, no hybrids, no gas, just a plug.
Taxes:
No sales tax for the first 10 years of new or used EV sales, period.
No personal property tax for the first 10 years of EV ownership.
No excise taxes on EVs.
Insurance:
A person may purchase one EV and "mate" it with one fully insured non-EV vehicle and pay nothing more for insurance. Some sort of key card and chronometer would be installed in each vehicle to ensure that both were not being used at the same time, unless there is a bona fide emergency. This is a choice, not a mandate, both may be insured separately if the owner desires.
Parking:
EVs park free for the next 10 years starting now (there you go Prowler :)).
Business:
EVs deployed by business may be expensed 100% in the tax year of purchase. This is over and about any schedule 179 depreciation allowances.
I think if all of these changes, and perhaps others I've not thought of, were implemented, it would have more people chomping at the bit to go electric. Especially if they know they can keep the ICE car for longer trips.
