"We've been thinking about dipping our toe into this market for a while now," said Troy Clarke, GM's president of North America. He predicts that the Spark, which will go on sale in Europe next year prior to coming stateside in 2011, could be a big success.

"It could be a 90,000 or more volume vehicle," he said, adding that the company could consider an electric version."

Well, Spark/Beat/Matiz Mk.2/Whatever is developed and built in Korea by GM Daewoo, which has access to same Korean government produced hybrid/PHEV tech that Hyundai and GM has(Bob Lutz commented about Volt being a beneficiary of this program).

So an electric/PHEV version wouldn't be all that expensive too do, since core technology and parts are already available. This is what Korean government intended in the first place; to foster a PHEV/hybrid/electric vehicle industry by making shared parts and batteries readily available.
