Kent: I had to pay $277 for a special meter, but why would it take decades to pay for?

The tariff schedule shows I would pay 2.5 times what you would for a TOU meter- and that is just for a standard TOU meter. I have no idea what a bi-directional TOU meter would cost. I haven't done the math, but it would take many years to pay for this when the differential per kwh is pennies and the number of kwh is low. I don't want to make you any more jealous than you are, but my minimum charge (with zero kwh used) is also ridiculously low. Just $7/month. Even if I were able to alter that somehow, my utility only collects $84/year from me if the kwh surplus is zero at the end of the year. (Now you can see why a several hundred dollar TOU meter makes no sense).

As I keep saying and saying (and saying), lets say that (unlike your granite counter tops), the PV JUST makes it to break even (again, how many CAPITAL IMPROVEMENTS pay you for their presence?) STOP THINKING SOLAR=ONLY UTILITY DOLLARS!!!!!! It is a capital improvement which increases the value of the house. Later in life, I do plan on utilizing a reverse mortgage, so any dollars I put into the house are tantamount to retirement savings. Yeah, the PV is worth less now than what I paid initially...but did I mention that I took a complete loss last year for my stock in the old GM company...so let's not get too picky on the quality of returns on this particular investment.

Tall Pete: In fact, all of this data is nice but we need to know how many Volts are being tracked.

I would give a ballpark guess of at least 90% of the ones built. Have to subtract the ones in the lot, like you said, and ones sold outside the US, and the few people out there that never hit the OnStar button. With 5 years free for 2011's, and 3 years for the 2012's and 2013's, who wouldn't use it?
