It is 35below and the volt has been plugged in all night so it is fully charged but the batteries are cold soaked. But I think the management from the 70's, 80's, and 90's is primarily to blame for most of GM's worst decisions. As far as I can tell, the management team in this decade has been doing pretty well. GM's product line now seems to match (in price and quality) that of Toyota/Honda almost model for model. The major missing piece is the Prius equivalent, since GM has nothing in the ultra-high-mileage hybrid space. And in that space, GM has been busting their butts the last 18 months to develop the Volt. So although I agree that GM's management is the cause of their troubles, I don't believe the *current* management is mainly to blame. They seem to be doing a pretty good job, but unfortunately it takes a long time to correct 30 years of damage. And one of the slowest/hardest tasks is winning back the public's confidence.
